xfs: ensure xfs_errortag_random_default matches XFS_ERRTAG_MAX

Add the BUILD_BUG_ON to xfs_errortag_add() in order to make sure that
the length of xfs_errortag_random_default matches XFS_ERRTAG_MAX when
building.
