[WATCHDOG] use ENOTTY instead of ENOIOCTLCMD in ioctl()
Return ENOTTY instead of ENOIOCTLCMD in user-visible ioctl() results The watchdog drivers used to return ENOIOCTLCMD for bad ioctl() commands. ENOIOCTLCMD should not be visible by the user, so use ENOTTY instead.
